According to the GoK, the total fees charged must not be more than Ksh 56,420 per student/year. Of the KES 56,420, the GoK was to pay Ksh 30,000 for each student directly to the college. The balance Kshs 26,420 was to be raised by applying for a loan from the HELB.
Thus, college education should be FREE if the student applied for a HELB Loan. Otherwise, the fees should not exceed Ksh 26,420 a year. Open / Comment
