Step 1 - Gut the manpower and ability of police to enforce immigration laws. Change laws to scale back deportation and background checks allowing criminals to enter country.

Step 2 - Alter public sentiment. Run propaganda in controlled media to frame law enforcement as evil and racist, manipulate the public into believing open borders are a "humanitarian cause".

Step 3 - Install (by way of rigged elections) people into office who won't enforce laws, incentivizing migrants to enter the country.

Step 4 - Create taxpayer-funded programs that give migrants free money, food, healthcare, and housing to further incentivize the migration. Fly and bus them around the country to target areas.

Step 5 - Allow migrants to vote. Alter public sentiment again with propaganda framing Voter I.D. as racist.

Step 6 - Re-design electoral maps to include new migrant voters.

Criminals in streets.
Public in fear.
Debt rises.
Power consolidated.
