Antimonopoly compliance system is being added in government bodies
Government Resolution (№ 114, 03/02/2021) approved the Regulation on the implementation of the antimonopoly compliance system and the procedure for its functioning in government bodies, local executive authorities, and business entities.
📌 The Regulation defines the main purposes of the antimonopoly compliance system.
☑️ According to the regulation, an authorized person (group) is appointed in government bodies, local executive bodies, and economic entities.
🔎 An authorized person (subdivision) implements the antimonopoly compliance system and monitors its activities.
📄The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On the entry of the Republic of Uzbekistan into the international criminal police organization (Interpol)" was adopted
✅The main function of the National Central Bureau to ensure the efficient international exchange of illegal information to assist in the prevention and investigation of conventional offenses. Therefore, it provides the fundamental link between the operational activities of various member countries of the Organization, if these activities are internationally oriented.
❗️To join the Interpol organization at an official level, it is necessary to conduct negotiations with the General Secretariat of the organization and send an official application for admission. Based on the appropriateness of determining the annual membership fee of the country to make three budget units according to the classification of Interpol.
The Resolution of the President of the Republic of Uzbekistan from March 3, 2021, No. PP-5012 "On additional measures for state provision of non-state non-profit organizations, ensuring the scope of the activities, protecting rights and legitimate interests"
To further intensify the role of non-governmental non-profit organizations as active participants and partners, it was decided that starting from March 1, 2021:
-the total amount of funds and property received in one calendar year by non-governmental non-profit organizations from foreign specialists, with the notification of the registering officials, increases from twenty to one hundred basic calculated values;
-the term for re-registration of a non-governmental non-profit organization, as well as the state registration of its symbols, is reduced from one month to fifteen days;
-for state registration (re-registration) of symbols of public associations of persons with disabilities, veterans, senior citizens, women, children, the state duty is not charged;
-a separate subdivision of a non-governmental non-profit organization is a legal entity, while the procedure for registering a separate subdivision is eliminated.
136 projects will be realized in the electrical industry
The President's resolution “On additional measures for the further development of the electrical industry and increasing the competitiveness of domestic products” was adopted (No. PP-5011, 03/02/2021).
📋 Following the document, the main target indicators of the effectiveness of the electrical industry for 2021–2022 were defined.
📌 In particular, it is envisaged to bring the number of jobs in the industry up to 27 thousand in 2021, and up to 34 thousand in 2022.
📝 The Resolution approved the Program for the conception of new production facilities and diversification of production in the electrical industry in 2021–2022.
💼 According to the Program, a total of 136 projects will be completed in this area, which will make 9,657 workplaces created.
💰 Until January 1, 2024, subsidies will be given to cover 50 percent of the cost of transportation by road, rail, and air during exporting electrical and electrical products to all countries, including neighboring countries, but not more than 15 percent of the cost of exporting products (excluding transportation costs) by road, 20 percent - by rail.
🗓 Starting from April 1, 2021, to January 1, 2024, the rates of income tax and property tax will be decreased by 50 percent for enterprises of the electrical industry, the amount of proceeds from the sale of electrical products for which at the end of the reporting period is at least 80 percent of total receipts.
☑️ According to the document, funds in the amount of 75 billion soums will be allocated to the Electrotechnical Industry Development Fund in equal shares in the first, second, and third quarters of 2021.
⏺ Starting from March 2022, the annual International Trade Fair for Electrical Engineering and Electronics ("Uzbek International Electrotechnics & Electronics Fair") will be arranged.
The establishment of “Sog‘lom avlod uchun" order was announced
Based on this the Decree of the President of the Republic of Uzbekistan "On the establishment of the order of the Republic of Uzbekistan “Sog‘lom avlod uchun” (“For a healthy generation”)" was issued.
The act was established to promote special merits in the protection of motherhood and childhood, to sustain the health, pure, moral, and physical education of the younger generation, to instill a sense of patriotism and love for the country, as well as for their active participation in the development of generous activities in the advantage of children.
👨👩👦👦 A family including four or more children under the age of 18 is considered to be a big family.
📌 At the same time, if out of 4 or more children 1 or more are enrolled in full-time education in scholarly institutions (secondary specialized and professional, higher education) and have not reached the age of 22, this family is also considered a big family.
❗️The state ensures the terms of advantages and social guarantees to big families per the law.
Regulating documents in the field of technical control will be systematized
The Government Resolution “On additional measures to systematize regulating documents in the field of technical control” was adopted (No. 110, February 26, 2021).
📌 The resolution establishes the priority areas for systematization of regulating documents in the field of technical direction, and also approved the composition of the Interdepartmental Commission for the systematization of regulating documents in this field.
🏢 According to the document, a Project Office will be formed under the Ministry of Justice and the Interdepartmental Commission of the Antimonopoly Committee externally forming a legal entity.
💼 The project office fulfills the duties of the working organization (commission), its head, and management personnel is appointed and dismissed by the chairman of the commission.
➡️ The project office organizes the activities of the previously formed working groups on reforming regulating documents in the field of technical regulation, as well as methodically ensures the actions of collegial bodies in this area.
☑️ At the same time, the Project Office submits to the Interdepartmental Commission for consideration reasonable proposals on the cancellation of normative acts in the field of technical regulation that have a direct impact on entrepreneurial activity, on making appropriate changes to it, or on the implementation of international norms and standards.
✅ It was established that the Interdepartmental Commission, by January 1, 2022, will develop and submit to the Government recommendations on the systematization of governing documents in the field of technical regulation, including their optimization, harmonization with international norms and standards, and harmonization based on modern requirements.
World Wildlife Day is an annual celebration, wildlife conservation is an issue that needs attention and action every day.
On 20 December 2013, at its 68th session, the United Nations General Assembly (UNGA), in its resolution UN 68/205, decided to proclaim 3 March, the international day of the adoption of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) on the planet raise awareness and benefits fauna and flora in 1973, as World Wildlife Day, which was proposed by Thailand, to celebrate and raise awareness of the world's wild fauna and flora.
World Wildlife Day will be celebrated in 2021 under the theme "Forests and Livelihoods: Sustaining People and Planet", as a way to highlight the central role of forests, forest species and ecosystems services in sustaining the livelihoods of hundreds of millions of people globally, and particularly of Indigenous and local communities with historic ties to forested and forest-adjacent areas.
The Resolution of the President of the Republic of Uzbekistan "On approval of the international agreement" was adopted.
According to this Resolution, the agreement was approved between the governments of the member states of the Shanghai Organization for cooperation and interaction in assisting in the elimination of emergencies, signed on October 26, 2005, in Moscow.
Representatives of professional educational institutions will continuously improve their skills
Government Resolution approved (No. 106, February 26, 2021) Regulations on the procedure for organizing the process of retraining and advanced training of executives and pedagogy staff of professional educational organizations.
🎓 According to this, the management and teaching staff of professional educational institutions will continuously enhance their qualifications based on the principle of “Education throughout life”.
✅ Following the curriculum for retraining and advanced preparation, training at the Institute for Advanced Studies under the Ministry of Higher and Secondary Specialized Education and its territorial faculties will be developed in the relevant organizations.
🔘 Professional development includes the following methods:
● self-governing professional growth;
● alternative professional advancement;
● uninterrupted practice at the Institute or faculty.
According to the Regulation, driving on the roadway, including pedestrian crossing, pedestrians are prohibited from using the telephone, watching videos, listening to radio and audio, reading books, as well as using other electronic devices that distract attention.
Failure to comply with these requirements entails bringing pedestrians to administrative responsibility.
The activities of the Fund for State Support of Agriculture will be improved
The Decree of the President "On cardinal improvement of the activities of the Fund for State Support of Agriculture under the Ministry of Finance of the Republic of Uzbekistan" was adopted (№ DP-6179, February 26, 2021).
✅ According to the document, the activities of the Fund for State Support of Agriculture under the Ministry of Finance will be raised to a new level.
💰 Based on this, the payment of compensation to cover part of the interest rate on loans allocated by commercial banks for cotton harvesting will be made at the expense of the Fund.
🔰 In this case, compensation is paid for the first 9 months of the loan to cover:
➖ part of the interest rate on commercial loans allocated in national currency, which exceeds the basic rate of the Central Bank, but not more than 10 percentage points;
➖ up to 30 percent of the interest rate set by commercial banks on loans issued in foreign currency, but not more than 3 percentage points.
🗓 In 2021, commercial banks will provide loans to vegetable growing clusters, farms, and other vegetable producers for 9 months in the amount of up to 40 percent of the cost of vegetables grown at an annual interest rate at the main rate of the Central Bank (taking into account the bank's margin - 2 percent).
📌 For commercial loans allocated for the cultivation of vegetables in the main areas, starting from the harvest of 2022, a system of compensation for the part of the interest rate that exceeds the basic rate of the Central Bank is being introduced.
