Implementation of Workforce Vaccination Measures
 
From 1 Jan 2022:
Unvaccinated employees will not be allowed to return to the workplace unless they test negative within 24 hours before their return
The test should be conducted via PET
Work-from-home remains the default arrangement until 21 Nov 2021, including for vaccinated employees

Expansion of community visits
- From 30 Oct, more vaccinated migrant workers can visit an additional location option for a longer duration
- Up to 3,000 vaccinated migrant workers able to visit Little India and Geylang Serai per week, for eight hours per visit

Easing of measures at RCs
- From 30 Oct, RC visits will be made more accessible and convenient for vaccinated workers
- All vaccinated workers can visit up to three times a week, without a pre-visit Antigen Rapid Test

Resumption of Entry Approval Applications for Migrant Domestic Workers

The applications of entry approvals for migrant domestic workers (MDWs) have resumed. More vaccinated domestic workers will be able to enter Singapore from 1 November 2021 onwards to support households with urgent caregiving needs.

Key things you need to know
MDW Employers and Employment Agencies can apply for an MDW’s entry approval through ICA’s SafeTravel portal.
Applications can be made for arrivals within a 30-day period from the application date.
Please have these key details ready for the application: your MDW’s FIN and passport info, vaccination info, and her planned travel itinerary.
Entry approvals are granted on a first-come, first-served basis, with priority given to employers with urgent caregiving needs.

Demand for entry approvals is expected to be high, so it may take another three months or more before your domestic worker can enter
Appeals will only be considered when there are cancellations, and granted to those with urgent caregiving needs.
If you need an MDW urgently, do consider the industry-led initiative by the Association of Employment Agencies Singapore (AEAS), which facilitates the safe entry of MDWs through additional measures overseas.

Intermittent Issue on Submitting Antigen Rapid Test (ART) Results on FWMOMCare app
 
MOM was notified yesterday that some migrant workers were unable to submit their ART results via the FWMOMCare mobile app.

This is an intermittent issue and we are working towards resolving it by today. Meanwhile, workers can try to resubmit their results after 10 to 15 minutes, or take photos of their test results to gain entry into worksites.

Vaccination as Entry Requirement for Long-Term Pass Holders

To allow the necessary workers and students to enter Singapore’s borders in a safe and calibrated manner while minimising public health risk, MOM, MOE and ICA will require all long-term pass holders to be fully vaccinated before arrival in Singapore from 1 November 2021.

The vaccination requirement will apply to:
- All work pass holders and their dependants, and
- Travellers entering Singapore via the Student’s Pass Holder Lane.

For travellers applying for entry via the Familial Ties Lane, priority will be given to those who are fully vaccinated.

Advisory on Work and Leave Arrangements for Employees who Test Positive on the Covid-19 Antigen Rapid Test (ART) but are Physically Well

Employees should self-isolate at home for 72 hours
Employers should not ask these employees to report to the workplace. They should work from home
If working from home is not possible, employers should treat the period of absence as paid sick leave
Employees may return to the workplace when they get a negative ART result after 72 hours

Updated Safe Management Measures at the Workplace

From 27 Sep to 24 Oct:
Work-from-home (WFH) will be the default working arrangement. All employees able to WFH must do so.
10-day Snap WFH will be suspended
Employees unable to WFH strongly encouraged to self-test weekly via Antigen Rapid Test (ART)
Employees able to WFH will be able to return to the workplace for ad-hoc reasons if they test negative via ART.

Updates to Snap Work-from-Home Regime
 
From 22 Sep:
 14-day snap WFH regime will be reduced to 10 days
The 10-day snap WFH regime will apply to companies with 3 or more COVID-positive cases working at the same premises within 7 consecutive days
Affected workers placed on the regime may return to office for ad-hoc reasons, if they test negative via an ART. The test should be completed before they return, and not be more than 24 hours before the end of their ad-hoc return to the workplace
 
We urge both employers and employees to exercise social responsibility to self-isolate if they are known contacts with COVID-positive cases. Affected employees should monitor their health & administer ART self-swabs during the 10-day period at least twice a week, and before returning onsite.
