Operational Guidelines for SAGY.

Details :

Under the Saansad Adarsh Gram Yojana (SAGY) framework, the development of Gram Panchayats is envisaged through the implementation of existing Government Schemes and Programmes in convergence mode and the mobilisation of community and private resources.

The SAGY guidelines, available in 14 languages, provide for an institutional framework under which a Charge Officer is appointed by the District Collector for the implementation of developmental activities planned for SAGY Gram Panchayats.

The District Collector convenes a monthly review meeting, under the chairmanship of the Member of Parliament concerned, with representatives of the participating line departments.

The main objectives of SAGY are :

To trigger processes which lead to the holistic development of the identified Gram Panchayats.

To substantially improve the standard of living and quality of life of all sections of the population.

To generate models of local-level development and effective local governance which can motivate and inspire neighbouring Gram Panchayats to learn and adapt.

To nurture the identified Adarsh Grams as schools of local development to train other Gram Panchayats.

A document named ‘SAHYOG’ is an indicative guidance document with the essential information on the existing social security schemes collated from respective Ministries to enrich the knowledge of villagers and village-level functionaries to achieve 100% enrollment into the social/ financial Security Schemes in SAGY Gram Panchayats.

G20 has set up an expert group for strengthening Multilateral Development Banks (MDBs).

Details :

The G20, under the aegis of India’s Presidency, has set up an expert group on strengthening Multilateral Development Banks (MDBs) with Harvard University President Emeritus Lawrence Summers and Institute of Economic Growth president NK Singh as co-conveners.

The objectives of the expert group include :

Preparation of a roadmap for an updated MDB ecosystem for the 21st century with milestones and timelines.

The panel will also focus on mechanisms for coordination among MDBs to address and finance global development and other challenges more effectively.

It will also evaluate various estimates regarding the scale of funding required by and from MDBs for addressing their and member countries’ increased financing needs for SDG and transboundary challenges, taking into account the additional capacity that can be derived from the CAF recommendations alongside other important sources such as the private sector and public sector funds.

Capital Adequacy Frameworks (CAFs) play a crucial role in providing affordable financing to the most vulnerable countries.

The Expert Group will submit its report to the Indian Presidency of the G20 before 30th June 2023.
