I have noticed that people are sometimes confused with prepositions - to speak TO/to speak WITH
Speak TO is used when the speaker speaks to a person or a group of people who just listen and are not going to respond(for example, it can be a conference or a symposium).
Speak WITH is used when the speaker is in conversation with the interlocuter, who talks back or responds.
A flight attendant was speaking to passengers providing a pre-flight briefing.
Pilots were speaking with an ATC about possibility of departure before the slot time.
