This is the US-sponsored "Navalny" mobs, according to US government-funded VOA itself:

"The jailed opposition leader Alexey Navalny Thursday called for mass protests against the war."

These are the sort of people who'd never be mobilized in the first place, and the sort of people that if Russia's defense ever relied on them, Russia would surely be lost.
