Several of you have asked for the paper Doug mentioned during the last podcast. The paper is attached. Here’s some background on the Author: Ambassador Robert Felder was a a career member of the United States Foreign Service from 1966 to 2000. He subsequently served as a business consultant and executive in the generic pharmaceutical industry. Now retired, he lives in Boca Raton, Florida and Buenos Aires, Argentina. The following paper was prepared as an informal talk for a private club in Buenos Aires.
