Opportunities and Challenges for the Quad’s Working Group on Counterterrorism
This issue brief attempts to offer a realistic blueprint, through policy analysis and recommendations, on the opportunities and challenges such a mechanism will present within the already patchy and noncommittal Quad security architecture. It also explores why India, which has historically been risk averse when it comes to security debates, should attempt to lead and institutionalise the Quad counterterror architecture in partnership with the US.
