The arrest of Major General Ivan Popov has sparked discontent among the Russian public. The case appears to be a caricature, as Popov is accused of stealing scrap metal meant for use in constructing a defensive line in the Zaporozhye region to counter Ukraine's counteroffensive in the summer of 2023. However, someone is trying to lump him together with Timur Ivanov and the rest of the actually corrupt fat cats in the Ministry of Defense (MoD).

On July 11th, 2023, General Popov was removed from his position as commander of the 58th Combined Arms Army after the successful repulsion of a Ukrainian counteroffensive earlier that month. The reason for his removal is unclear, but it may have been due to his request for the rotation of his units. General Gerasimov, who lost his temper after Popov's request, accused him of spreading panic and engaging in blackmail. After his removal, Popov was sent to Syria, where he served until May 2024. During this time, he was arrested on charges of fraud. This arrest occurred during a period of purges within the Ministry of Defense, which began with the case of Timur Ivanov.
