Tyrants commonly enforce loyalty rituals to induce psychological control over an otherwise intelligent people. It is an art-form passed down through the generations. Forcing people to engage socially in a nonsensical action, even when they don't truly believe in it, is enough to cast a spell of control. It is no minor detail. Tyrants know that people must ACT as if they were controlled in order to actually be controlled. They will enforce these rituals with deadly brutality because they know control is impossible if people are allowed to show what they truly feel.
