God Vishwakarman is known in Hindu mythology as the divine master, architect and creator of the universe.
Note the object in his right hand.
The weapon version can be put aside for now. It looks more like... a construction theodolite!
By the way, in his left hand he holds a long flat object - very similar to a geodetic ruler (staff rule) - works together with a theodolite when measuring distances...
