It is Fardh (Mandatory)

Ibn Umar reported that the Prophet ﷺ , made Zakat al-Fitr compulsory on every slave, freeman, male, female, young and old among the Muslims; one Saa (a measurement: four double handfuls) of dried dates or one Saa` of barley.

When to give?
Poor should get it before Eid

What to give?
Staple food according to local custom, in the sense that most people rely on it as a basic item for lunch and dinner, such as wheat, barley, rice and the like.
