2021-08-11 11:38:26 Steps taken by Government for the successful implementation of the Saansad Adarsh Gram Yojana (SAGY) in adopted Gram Panchayats

The Ministry has brought out a compilation of 127 Central Sector and Centrally Sponsored and 1806 State Schemes for convergence under SAGY
An MP Dashboard is developed on SAGY website
24 Schemes of 17 Ministries of Government of India have been amended / appropriate advisories have been issued to accord priority to SAGY in respective schemes.
SAGY is reviewed periodically by the National Level Committee (NLC) on Saansad Adarsh Gram Yojana (SAGY) headed by Secretary etc
States have been requested to conduct the State Level Empowered Committee (SLEC) meetings headed by the Chief Secretary to review the implementation process and to ensure seamless convergence of schemes among different State Government Departments.
Ministry organised an orientation programme on SAGY for the newly elected MPs of 17th Lok Sabha.
Ministry provides training on preparation of VDP and the approaches to convergence of schemes to the Charge Officers and other stakeholders of the state who are coordinating the implementation at the local level and are fully responsible and accountable for the implementation of VDP.
Parameters for dynamic ranking of Gram Panchayats have been recently developed and placed on the portal so as to instil competition amongst the selected SAGY GPs.

Saansad Adarsh Gram Yojana
The scheme was launched by the Prime Minister of India on 11th October, 2014 on the birth anniversary of Jai Prakash Narayan.
Under the Yojana, Members of Parliament (MPs) are responsible for developing the socio-economic and physical infrastructure of three villages each by 2019, and a total of eight villages each by 2024.
The first Adarsh Gram (Model Village) was to be developed by 2016, and two more by 2019.
From 2019 to 2024, five more Adarsh Grams must be developed by each MP, one each year.
This implies that a total of 6,433 Adarsh Grams, of the 2,65,000 gram panchayats, will be created by 2024.
Process
Gram Panchayat: The basic unit for development.
Lok Sabha MP: chooses a Gram Panchayat from within his/her constituency.
Rajya Sabha MP: chooses Gram Panchayat from the rural area of a district of his/her choice in the State from which he/she is elected.
Nominated MPs: choose a Gram Panchayat from the rural area of any district in the country.
The MPs engages with the community, facilitate the Village Development Plan and mobilise the necessary resources particularly from Corporate Social Responsibility (CSR) and philanthropies.
The planning process in each village is a participatory exercise coordinated by the District Collector.
MPs also fill up critical gaps in the plan using the Member of Parliament Local Area Development Scheme (MPLADs) funds.

Survey of Villages and Mapping with Improvised Technology in Village Areas.
It is a center sector scheme which was launched nationally on the occasion of National Panchayati Raj Day on 24th April 2021.
To provide an integrated property validation solution for rural India.
The demarcation of rural inhabited areas would be done using Drone survey and CORS (Continuously Operating Reference Stations) Networks which provides mapping accuracy of 5 cms.
This would provide the ‘record of rights’ to village household owners possessing houses in inhabited rural areas in villages.
It will cover around 6.62 Lakh villages of the entire country during 2021-2025.
Objectives
To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
Creation of accurate land records for rural planning.
Determination of property tax.
Creation of survey infrastructure and GIS (Geographic Information System) maps that can be leveraged by any department for their use.
To support in preparation of better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps.
To reduce property related disputes and legal cases

SANKALP Scheme For Skill Development

Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) Scheme is a World Bank loan assisted programme of the Ministry of Skill Development and Entrepreneurship (MSDE).

It is a supporting programme to skill training schemes that focuses on the improvement of quality, strengthening of institutions and inclusion of weaker sections in skill training.

Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) Scheme:

SANKALP was launched on 19th January 2018 and has a tenure till March 2023.

It aims to improve short term skill training qualitatively and quantitatively through strengthening institutions, bring in better market connectivity and inclusion of marginalised sections of the society.

The outcomes in the project are measured through the Results Framework, and Disbursement Linked Indicators (DLIs) agreed between MSDE and World Bank.

It has four key Result Areas (RA):

1. Institutional Strengthening at Central, State, and District level;

2. Quality Assurance of skill development programmes;

3. Inclusion of marginalized population in skill development programmes.

4. special projects that enable local Technical & Vocational Education & Training.

The scheme focuses on:

Strengthening of the District Skill Committees leading to demand-driven approach for the implementation of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

District-level skill planning through District Skill development plans.

Improving access to skill training for Women, SC/ST and other marginalized weaker sections of the society.

Initiatives under SANKALP to contribute to improvement in employability:

Strengthening of District Skill Committees for improved access to and demand-driven skill training for employment.

Emphasis on skill certification in Recognition of Prior Learning (RPL) at Gram Panchayat level for improving employment qualitatively.

Funded development of an IT system namely "Skill India Portal" to capture the data for skilling related activities across the country.

Global Skill Gap study was conducted to identify the global gaps in demand and supply of skilled manpower as well as overseas employment opportunities for skilled workers from India.

Released Rs. 273.49 Crore as State Incentive Grants to 30 States/ UTs and Rs. 13.91 Crore to aspirational districts for implementation of SANKALP Scheme in the States/UTs.

Improving the quality of trainers in the Auto sector in collaboration with Automotive Skill Development Council (ASDC), Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) and Maharashtra State Skill Development Society (MSSDS) at Aurangabad, Maharashtra.

A Gender Action Plan (GAP) has been prepared for promoting the inclusion of women in Short term skilling and livelihood opportunities.

2021-08-10 15:08:16 Cluster Development Programme (CDP) has been designed to leverage geographical specialization of horticulture clusters to make them Globally Competitive

In a pilot phase, the programme will be implemented in 12 horticulture clusters out of the total 53 clusters selected for the programme.
central sector programme implemented by the National Horticulture Board (NHB) of the Ministry of Agriculture and Farmers’ Welfare, CDP aims at growing and developing identified horticulture clusters to make them globally competitive.
The programme will address all major issues related to the Indian horticulture sector including pre-production, production, post-harvest management, logistics, marketing and branding.
The programme is designed to leverage geographical specialisation and promote integrated and market-led development of horticulture clusters.
Ministry of Agriculture and Farmers’ Welfare (MoA&FW) has identified 53 horticulture clusters, of which 12 have been selected for the pilot launch of the programme.
CDP will benefit about 10 lakh farmers and related stakeholders of the value chain.
With this programme, we aim to improve exports of the targeted crops by approx. 20% and create cluster-specific brands to enhance the competitiveness of cluster crops.
The clusters of the pilot phase include Shopian (J&K) and Kinnaur (H.P.) for Apple, Lucknow (U.P.), Kutch (Gujarat) and Mahbubnagar (Telangana) for Mango, Anantpur (A.P.) and Theni (T.N.) for Banana, Nasik (Maharashtra) for Grapes, Siphahijala (Tripura) for Pineapple, Solapur (Maharashtra) and Chitradurga (Karnataka) for Pomegranate and West Jaintia Hills (Meghalaya) for Turmeric.
These clusters will be implemented through Cluster Development Agencies (CDAs) which are appointed on the recommendations of the respective State/UT Government.
The programme is expected to converge with other initiatives of the Government such as the Agriculture Infrastructure Fund which is a medium - long term financing facility for investment in projects for post-harvest management infrastructure and community farming assets and will leverage the central sector scheme of the Ministry for Formation and Promotion of 10,000 Farmers Producer Organisations (FPOs).

APMCS
Agricultural Produce Market Committee (APMC) is a system operating under the State Government since agricultural marketing is a State subject.
The APMC has Yards/Mandis in the market area that regulates the notified agricultural produce and livestock. 
The introduction of APMC was to limit the occurrence of Distress Sale by the farmers under the pressure and exploitation of creditors and other intermediaries.
APMC ensures worthy prices and timely payments to the farmers for their produce.
APMC is also responsible for the regulation of agricultural trading practices. This results in multiple benefits like:
Needless intermediaries are eliminated
Improved market efficiency through a decrease in market charges
The producer-seller interest is well protected

Agriculture Infrastructure Fund
It is a central sector scheme
To provide medium - long term debt financing facility for investment in viable projects for post-harvest management Infrastructure and community farming assets.
The funds will be provided for setting up of cold stores and chains, warehousing, grading and packaging units, e-marketing points linked to e-trading platforms, besides PPP projects for crop aggregation 
Duration: Financial Year 2020 to 2029.
Eligible Beneficiaries:
They are Farmers, FPOs, PACS, Marketing Cooperative Societies, SHGs, Joint Liability Groups (JLG), Multipurpose Cooperative Societies, Agri-entrepreneurs, Start-ups, and Central/State agency or Local Body sponsored Public-Private Partnership (PPP) Projects.
Financial Support: Rs. 1 Lakh Crore will be provided by banks and financial institutions as loans to eligible beneficiaries.
Moratorium for repayment may vary subject to minimum of 6 months and maximum of 2 years.
Interest Subvention: Loans will have interest subvention of 3% per annum up to a limit of Rs. 2 crore. This subvention will be available for a maximum period of seven years.
CGTMSE Scheme: A credit guarantee coverage will be available for eligible borrowers from the scheme under Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) scheme for a loan up to Rs. 2 crore.

The Rajiv Gandhi Khel Ratna Award will hereby be called the Major Dhyan Chand Khel Ratna Award.
The now renamed Major Dhyan Chand Khel Ratna award comes with a cash prize of Rs 25 lakh.
Rajiv Gandhi Khel Ratna Award is the highest sporting award given by the Ministry of Youth Affairs and Sports for the spectacular and most outstanding performance in the field of sports by a sportsperson over a period of four years.
The award comprises a medallion, a certificate, and a cash prize of Rs 7.5 lakh.
The Khel Ratna award was instituted in 1991-1992 and the first recipient was Chess legend Viswanathan Anand.
Among the other winners were Leander Paes, Sachin Tendulkar, Dhanraj Pillay, Pullela Gopichand, Abhinav Bindra, Anju Bobby George, Mary Kom and Rani Rampal in 2020.

Major Dhyan Chand
Known as The Wizard, Major Dhyan Chand, a field hockey player, played international hockey from 1926 to 1949, scoring over 400 goals in his career.
Dhyan Chand, born in Allahabad, was part of the Olympic team that won gold medals in 1928, 1932 and 1936.
Apart from the Khel Ratna award, the country’s highest award for lifetime achievement in sports is known as the Dhyan Chand Award. It was instituted in 2002.
The National Stadium in New Delhi was also renamed as the Dhyan Chand National Stadium in 2002.
The National Sports Day is observed every year across India on 29th August to mark the birth anniversary of Major Dhyan Chand who was born on 29th August 1905.
The President of India on this occasion honours the eminent athletes from various sports with the prestigious Khel Ratna, Arjuna Awards, Dronacharya Awards, and Dhyan Chand Award.
