Answer: Enki had arranged for the unruly pharaoh to be assassinated, but Enki had not reckoned that the unruly pharaoh could damage the gods' reputation so much. The people saw the Anunnaki not as benevolent gods but increasingly as an occupying force greedily collecting the gold they would rather keep themselves. As society experienced a stalemate in which things did not seem to be getting any better, more and more groups gathered who no longer agreed with the so-called actions of the gods.
