AUGUST OFFER,1940
• To get Indian cooperation in the world war-2 ,the viceroy, Lord Linlithgow
announced the August Offer,1940.
• It proposed Dominion status for the India.
• Expansion of Viceroy’s executive council.
• Setting of Constituent assembly after the war.
• In the constituent assembly Mainly Indians would decide the constitution
according to their social, economic and political conceptions.
• No future constitution to be adopted without the consent of minorities.
• Congress rejected this offer as it demanded ‘Purna swaraj’ instead of
‘Dominion status’.
• Muslim league welcomed this Offer.
• This Offer was historic in a way that for the first Time, the inherent right of
Indians to frame their own constitution was recognised and congress’
demand for contituent assembly was conceded.
• In july,1941 , the Viceroy’s executive council was enlarged to give the Indians
a majority of 8 out of 12 for the first time.
