And we call on all the parties concerned to unite our efforts to achieve permission to be given to Ukrainian seafarers to cross the state border to join vessels.

We, the signatories to the Declaration of Support to Ukrainian Seafarers, emphasizing the crucial role that Ukrainian seafarers play in ensuring the stability of global supply chains, recognize that we have a common responsibility to provide comprehensive support to Ukrainian seafarers in overcoming the consequences of the military aggression.

We believe that the following actions can significantly improve the situation for Ukrainian seafarers:

Recognition of Ukrainian seafarers as key workers and granting them temporary exemption from military service.
The IMO Extraordinary Council Session (C/ES.35) addressed the impacts on shipping and seafarers of the situation in the Black Sea and the Sea of Azov. The Council noted that, taking into account the key worker status of seafarers, States involved should strongly consider exempting their seafarers from mandatory military service.

We realize that the imposition of martial law which prohibits the departure of men aged 18-60 has been made to ensure that all men of fighting age are available to defend the country.

We kindly ask the Cabinet of Ministers of Ukraine for the consideration to be given to Ukrainian seafarers being exempted from these border crossing restrictions to ensure the stability of international shipping, including transportation of goods that are extremely important for Ukraine nowadays.
