RALEIGH, NC - Telegram added to list of banned "high-risk" platforms in proposed Senate BillSB83, which was proposed this year to ban TikTok and WeChat from all networks and devices controlled by state and local government entities, has been amended to include the Telegram messaging application on the list of platforms which "pose an unacceptable level of cybersecurity threat to data".
Unlike TikTok and WeChat, which put US user data under the control of the Chinese governement, Telegram is operated out of Dubai, where the Russian co-founder and CEO Pavel Durov moved after a dispute with the Russian government over user privacy at a previous social media company he co-founded, VK.

In fact, the Russian government banned Telegram for a two-year period when the company refused to obey a Russian court order to hand over encryption keys.
The bill must be passed by both chambers of the North Carolina legislature, and signed by Governor Cooper to become law. Although the governor recently issued his own executive order banning TikTok and WeChat on executive branch devices, his order did not include Telegram.
