How screwed is the Maricopa Board of Elections and AZ SOS?

The Mainstream Media would have us all believe that this document in some way threatens the current Full forensic audit being conducted by the Arizona senate. I believe the exact opposite is true. If you carefully read this document, you will see that every federal statue that it references pertains STRICTLY to:
“retain and preserve” all records relating to any “act requisite to voting” for twenty-two months after the conduct of “any general, special, or primary election”. The materials covered by Section 301 extend beyond “papers” to include other “records.” Jurisdictions must therefore also retain and preserve records created in digital or electronic form.
I will discuss the 2nd part of this document regarding "Intimidation" shortly but first, read those last sentences again. The Federal law protects election data in the form of paper, digital, or electronic REALTED TO "ANY GENERAL, SPECIAL, OR PRIMARY ELECTION". Maybe I missed something, but did anyone else read or interpret that this pertains to "Examinations of" or "Audits"? The answer is NO. So EVERYTHING else that is below requiring the senate or its contractors to produce all of their inter-communications regarding the audit, is meaningless! The same is true for the 2nd section in this document about "Intimidation". Every law referenced ONLY refers to intimidation affecting the way someone would vote. Well the election is OVER. You cannot intimidate someone's choice to vote for an election that is already OVER.
Now here is where it gets good. I am so relieved that the DOJ is so concerned with the safe guarding of our elections data from the November 3rd, 2020 election! Especially the part about chain of custody or the destruction of elections data. We all know how secure the Full forensic audit the senate is performing was. There are literally petabytes of video footage of the ENTIRE process. The chain of custody records are beyond reproach as each chain of custody document was signed off on by at least two non-partisan witnesses and captured on video. Can the Maricopa Board of Elections claim the same?
We have all seen several instances now that have proven that the Maricopa Board of Elections have broken chain of custody, destroyed elections data in all three forms, paper, digital, and electronic:

According to the DOJ's own "Federal Law Constraints" publication they need to be investigating the Maricopa County Board of Elections for THEIR violations of Federal Law Constraints and not the senate audit to which these Federal laws do not apply.
