CORENET X is one of our key initiatives to support the digitalization of the Built Environment Sector. The streamlined regulatory approval process under CORENET X will facilitate upfront planning and design, enabling consultants to submit a coordinated BIM submission to the regulatory agencies who will then review and provide a consolidated response.

Soft Launch in December 2023
To ensure a smooth transition, CORENET X will be implemented progressively in phases, beginning with a soft launch in December 2023. CORENET X will accept submissions on a voluntary basis for the first year to allow the industry to familiarise themselves with the new platform and processes before moving towards onboarding all submissions from the second year onwards.

Training Resources
Firms can tap on the various resources available, including training courses, industry briefings and video tutorials to get ready for CORENET X at https://www.go.gov.sg/cx

Funding Support
To further support firms in their upskilling efforts, BCA will also be introducing a new package under the Productivity Solutions Grant (PSG) which provides up to 50% funding support for qualifying digital solutions and training programmes. Stay tuned for more details within the next few months.

2023-04-13 12:46:00 Jurong Lake District (JLD) Innovation Challenge

Did you know that the upcoming Jurong Lake District (JLD) aspires to be a model sustainable district?

BCA is supporting JLD’s green aspirations! For instance, all new buildings in the district would minimally achieve Green Mark Platinum (Super Low Energy) certification. Zero Energy Buildings will be developed where feasible. Existing building owners are also encouraged to actively seek ways to reduce their energy consumption.

To realise these sustainability goals, the Urban Redevelopment Authority of Singapore (URA) and Smart Nation and Digital Government Office (SNDGO) are calling for all start-ups, companies, institutes of higher learning, and research institutes to participate in the JLD Innovation Challenge and propose novel solutions to address sustainability challenges that the district is facing.

As part of the challenge, JLD stakeholders have come together to share problem statements that seek low carbon solutions for the built environment. These efforts will bring us closer to achieving our Singapore Green Building Masterplan targets.

MoU to support Drone Service Providers accreditation programme for façade inspections

We are delighted to announce that BCA and The Institution of Engineers, Singapore (IES) has signed an MoU to support the accreditation programme for Drone Service Providers (DSP) for the inspection of building facades.

Smart drone inspection systems are now replacing older methods of carrying out building façade inspections. Data collected from inspections will also be shared via web-based analytic platforms, which will reduce the time taken to process data and improve productivity. This will be a game changer for building facade inspections by making it safe and uplifting jobs in the built environment sector to be even more attractive.

Under this partnership, IES will play a key role in training and keeping a registrar of competent Technical Assessors to provide third-party technical and AI capability assessment of the DSP to meet accreditation requirements.

2023-03-23 12:59:00 Approved Remote Monitoring and Diagnostics (RM&D) Solutions for Lift Owners

On 1st August 2022, BCA amended the legislation to support the implementation of RM&D solutions in the industry. Using RM&D solutions can help improve lift safety and reliability, and yield manpower productivity improvements. Lifts outfitted with a compliant RM&D solution are now allowed a longer maintenance interval of three months.

We have published a list of RM&D solutions currently approved for the reduced maintenance frequency and on pre-approval trials. Interested lift owners can refer to the list to identify suitable RM&D solutions for their lift assets.

Keppel Bay Tower Case Study ePublication

BCA, in collaboration with Keppel Land, is pleased to share a successful case study on how Keppel Bay Tower (KBT) was retrofitted and certified as the first Green Mark Super Low Energy (Zero Energy) commercial building in 2020.


The retrofitting efforts were partially supported by the Green Buildings Innovation Cluster (GBIC) Programme, which led to the use of innovative green technologies such as a high efficiency
air distribution system and cooling tower management system to achieve zero energy status.

This is the first in a series of case studies on high-performance Super Low Energy Buildings that BCA will publish. We hope for such publications to raise awareness and make it easy for knowledge sharing on green building solutions. Together, we can work towards realising a greener and more sustainable Built Environment.

Construction Demand and Output 2023

At the BCA-REDAS Built Environment and Property Prospects Seminar, Minister for National Development, Mr Desmond Lee noted that construction demand would be stable for 2023 and continue to remain steady in the medium term.

The total construction demand in 2023 is projected to be between S$27 billion - S$32 billion.
Public: S$16 billion – S$19 billion
Private: S$11 billion – S$13 billion

Construction output is forecasted to be between S$30 billion – S$33 billion.

For 2022, the preliminary total construction demand reached $29.8 billion, within BCA’s earlier forecast of S$27 billion to S$32 billion. This was largely supported by a continued demand for residential and infrastructure projects in both public and private sectors.

Circular on Ex-Gratia Cost Sharing and Price Fluctuation for Structural Steel in ongoing Public Sector Construction Contracts

Government Procuring Entities (GPEs) will allow a one-off ex-gratia cost-sharing and material price fluctuation for structural steel for ongoing public sector construction contracts in view of the elevated prices arising
from unprecedented circumstances.

This ex-gratia scheme covers:
ongoing public sector projects that are awarded before 1 Jan 2021 with
estimated structural steel usage of 500 tonnes or more
price fluctuations for the period between 1 Jan 2021 and 30 Sep 2023

Eligible contractors can approach their public sector client to apply for this ex-gratia scheme.

Parties in private sector contracts are encouraged to make reference to this circular and include cost sharing and price fluctuation arrangement for structural steel in ongoing or new contracts, where appropriate.

这项特惠计划涵盖:
2021年1月1日之前获标而目前正在施工的公共部门项目,其结构钢材用量估计为500吨或以上;
2021年1月1日至2023年9月30日期间的结构钢材价格波动。

符合条件的承包商可以与他们的公共部门客户联系,申请这项特惠计划。
