Telegram Bot API experiences issues at the moment returning 502 errors when trying to poll for updates. I've notified the Bot API team, hopefully it will be fixed soon.
Update: should be fixed now.

У Телеграм Bot API сейчас проблемы, он возвращает 502 на попытки забрать новые сообщения. Я написал команде разработчиков Bot API про это, надеюсь, скоро починят.
