The problems are:
GLSDB are GPS-guided just like existing guided rockets fired by HIMARS, which Russia has successfully jammed across the battlefield;
Russian air-defense can successfully intercept shorter-range guided rockets fired by HIMARS and likely will be able to intercept longer-range GLSDB;
While GLSDB's will be available, they suffer from a "low rate of production" according to Reuters (like all Western munitions);
Like HIMARS guided rockets, GLSDBs will be used to hit relatively vulnerable targets along the line of contact, likely artillery and troop concentrations out from under Russian air defense and EW protection, but the most critical targets will be protected and/or moved out of range just as Russia did following the arrival of HIMARS, ATACMS, Storm Shadows, and SCALPs;
