He forwarded a post claiming that ATMs are giving out new "Rainbow Currency" notes and a picture of what alleges to be the "Rainbow Notes".
Nope - that picture of the dollar bills are from an art project that an artist named Andrey Avgust created in 2018. The project was called “American Money Reimagined” https://www.coinworld.com/news/precious-metals/artist-reimagines-us-paper-money-designs.html
They aren't real money or from a "Quantum Financial System" or "NESARA Act" being activated, seeing as those don't exist.
Phil is one of the worst scammers on Telegram.
