New Zealand Security Intelligence Service’s released a document called "Know the signs" back in October urging the public to contact them if someone around them "behaves strange" or "acting suspicious" as these could be "dangerous terrorists in our midst."

They are specifically targeting violent extremism they claim but as usual it is with vague language that they point out that anybody could be an "extremist" if they have strong beliefs about anything that is outside of "the norm." Anti Covid measures is mentioned. When it comes to identity it's only White identity that is seen as dangerous. Director-General of Security in NZ Rebecca Kitteridge, mentions that the bad people they seek to target are "fueled by conspiracy theories."
