I personally lost 5 channel usernames today, but I'm pretty sure that Telegram users will significantly benefit from these changes.
Absolutely most Telegram users never created public channels. Now they will have better global search results with less inactive and scam channels.
Content creators will benefit from the ability to claim a good username, which has been parked/squatted previously.

I've seen a few cases in which usage of revoked usernames was appropriate, but the relative amount of such channels is negligible and I see no reasonable way to differentiate the channels from parked channels.
