Qualifications and skills:
• Possess a working knowledge of Trademark Legislation, Patent and Design Legislation, Copyright and Design Act
• Possess a working knowledge of the Nice Classification Treaty, Vienna Classification Treaty, Trade-Related Aspects of Intellectual Property Rights (TRIPs) Agreement, and other relevant international treaties and conventions administered by the World Intellectual Property Organization (WIPO), The United Kingdom Trademark Act 1994, and the Uniform Domain-Name Dispute Resolution Policy (UDRP) practice and procedures.
• Possess good understanding of budget preparation and management principles with the ability to interpret and apply Financial Instructions and employ standard accounting procedures.
• Ability to interpret and apply the Public Service Commission Regulations, Conditions of Employment and Code of Conduct, Collective Bargaining Agreements (BPSU and BIU)
• Must be computer literate and knowledge of Search and Intellectual Property Rights Case Management System software i.e. SWORD - Ptolemy and Acsepto Software System.
• Applicant must have a minimum of five years’ relevant trade and service mark examination and registration experience.
• Applicants must possess a Bachelor’s Degree in Business Administration, Law or in a relevant field of study.
• Possession of a post graduate certificate in Intellectual Property Law as well as a working knowledge of a foreign language (i.e. French, Spanish, or Italian) would be preferred.

Responsibilities:
• Ensures that applications in respect of Trade Marks, Service Marks, Patents, and Design in accordance with the Trademark Act 1974, the Patent and Design Act 1930 and other relevant legislation are examined and processed in a timely and efficient manner.
• Determines the registrability of the Marks in accordance with the Trade and Service Mark legislation and legal practice, considering whether the Marks are descriptive, distinctive or deceptive. Also considers whether the class of goods and services for which protection is sought meets the international classification system known as the Nice Classification. Conducts a search of the electronic database for phonetically or visually identical or similar Marks.
• Manages the day to day operations of the Section and ensures that the Section achieves its established goals and objectives. Provides advice, leadership, and guidance to the staff. Ensures that staff is aware of the relevant policies, administrative procedures, standards and legislation and that they adhere to them in the discharge of their duties and responsibilities.
• In consultation with the Assistant Registrar General and in accordance with the departmental business plan, establishes the operational goals, objectives, and standard of service to be achieved by the Section. Measures and evaluates the achievement of established objectives, reviews performance of the Section against established objectives and directs the implementation of corrective measures in accordance with established policies and procedures. Reports achievements of goals and objectives to the Assistant Registrar General.
• Gives advice, guidance and information to the Registrar General, the Assistant Registrar General, staff, Intellectual Property agents and the general public on IP matters (e.g. Trademarks, Patent, Design and Copyrights, and Domain Names).
• Maintains a working knowledge of Intellectual Property registration procedures and examination practices and gives advice and/or makes recommendations to the Assistant Registrar General or Registrar General for the adoption of new procedures/practices or changes to existing procedures/practices.
