Iran temporarily liberalizes steel export procedure

After the tightening of export rules to meet local market requirements, Iran decided to step back and announced deregulation of overseas trade for “approved steel producers”. Although Iranian mills had quite wide room for doing international business even with the mentioned measures in force, the news is considered as an ease in bureaucratic issues, at least for a certain time.

The Islamic Republic’s Ministry of Industry, Mines and Trade issued a three-month waiver for steel exporters to provide them with more business opportunities. According to the regulations, mills will be able to supply steel abroad without strict control procedure, which used to be implemented earlier to serve local requirements. The mentioned waiver will come into effect on May 15. “[Control] is not a big issue for trade, but in case the supplier wants to export even a small cargo, the ministry should approve it. So now, they allow doing this for three months freely and after that we go back to review the situation,” a market insider explained to Metal Expert. “Most likely they will assess two criteria: changes in domestic supply and foreign exchange repatriation,” the source mentioned.

The option will be available only for a list of approved suppliers, which will be announced soon. “The list includes companies complied with the Iranian Mercantile Exchange and forex regulations which is actually almost all of the producers,” a representative of the Iranian Steel Producers’ Association (ISPA) told Metal Expert. “Actually it’s a deregulation of exports with a time period,” he added. Nevertheless, long steel producers are expected to benefit the most from the waiver.

Iran reduced steel export during the last Persian year (March 21, 2020 – March 20, 2021), partially due to the ministry’s decision to oblige all steel producers to offer their products at the Iranian Mercantile Exchange as a priority. Specifically, semis exports lost 10.8% on annualized base, coming to 6.16 million t, while overseas finished steel sales plunged by 17.8% year-on-year to 2.84 million t, according to ISPA.
