Here is a list of some of the changes in how the House of Representatives will function after the Courageous 20 & McCarthy negotiated. There are additional changes—these are just the ones I think best reflect substantive policy and procedural requests @TPPatriots and our supporters have made over the years:
• Motion to Vacate with a one vote threshold. This allows one Member to make the motion and gives an individual Member of the House the ability to hold the Speaker accountable if he goes back on his word.
• Bills must address single subjects—rather than catch-all legislation.
• Allows all members to challenge amendments that aren’t related to the topic at hand.
• Restores “Calendar Wednesday,” so any committee chairman can bring a bill straight to the floor.
• New accountability and transparency measures.
• Ends proxy voting.
• Ends virtual committee hearings.
• Requires a 72-hour rule to give Members time to read legislation.
• Stops the uionization of House staffers.
• Makes it much harder for the House to tax and spend with “cut go” rule—requiring that any mandatory spending increases be offset with equal (or greater) mandatory spending cuts.
• A three-fifths supermajority vote required for tax increases.
• Restores the “Holman rule,” which allows appropriations bills effectively to defund the salaries of specific executive-branch officials or specific programs.
• Requires each committee to submit an oversight plan with specific action it intends to take on unauthorized or duplicative programs.
