The director of the CIA, William J. Burns, said that in an attempt to secure a victory, Russian dictator Vladimir Putin may “use a tactical or low-yield nuclear weapon” as the military campaign in Ukraine fails to achieve strategic goals. The Ukrainian Operational Command South reports that it has swapped four Russian soldiers for five Ukrainians. As a result of multiple battles in southern Ukraine over the past 24 hours, Russia lost 39 soldiers and four vehicles.
