This is the "root of the tree" of election fraud. A 1978 NIST publication that eventually gave birth to the FEC standards, HAVA and EAC. It is the source of all the problems we have today and guess what? Nothing has changed since the data was gathered in 1974 and finalized for publication in 1978. We still have not figured out how to use computers to tally votes....yet it continues. Go to the summary findings if you don't want to read the whole document.
