"...I transmit to you the German, Romanian and Italian lists of Soviet POWs and the lists of dead Soviet POWs received by the NKID through the International Committee of the Red Cross.
I draw your attention to the fact that we have not responded to the repeated offers of the International Committee of the Red Cross to exchange information on prisoners of war with the Germans and their allies. You must take this into account when using the above lists and not enter into any correspondence with the International Committee of the Red Cross in this regard ...".
