Emergency Statement by Joint Coordination Headquarters of Russian Federation for Humanitarian Response in Ukraine

The Kiev regime, supported by the United States and European countries, is completing preparations for a large-scale information provocation (‘grand event’) to accuse the Russian Federation of alleged ‘grave breach’ of the Nuclear Safety Convention in course of the special military operation ahead of the Eleventh Emergency Special Session of the General Assembly on 22 February.

For this purpose, Kiev regime representatives intend to present the international community with ‘hard evidence’ allegedly confirming that there is ‘radioactive contamination of significant areas of Ukraine’ emerged in February–April 2022 as a result of Russian servicemen's actions at the Chernobyl NPP and in the ‘exclusion zone’.

The Kiev regime's large-scale provocation is primarily intended to create negative atmosphere and impose political pressure on those state leaders who oppose Western sanctions against Russia in order to ensure that they vote ‘correctly’ at the UN in support of Ukraine’s ‘Peace Formula’ and another initiative to illegally seize Russian assets abroad to ‘support Ukraine’ and establish a sort of ‘international tribunal’.

Experts from the Norwegian Radiation and Nuclear Safety Authority have been involved in preparing the ‘documentary basis’ and the so-called ‘independent opinion’ on the alleged ‘impact of radiation on the population of the north and north-west of the Kiev region’.

Practical implementation of this large-scale information provocation started in late January 2023 when the Kiev regime officially asked the EU Emergency Response Coordination Centre to send Ukraine 66 000 sets of special protective clothing, 20 million (!) civilian gas masks, chemical reconnaissance devices, dosimeters, and a wide range of antidotes.

At present, Norwegian experts have completed a ‘survey’ of the areas adjacent to the Kiev–Prypyat highway, as well as in the settlements of Bucha, Gostomel, and Irpen, where, together with representatives of the Ukrainian special services, falsified protocols have been drawn up for the alleged presence of ‘radioactive contamination’ in these territories.

In addition, on the basis of fabricated ‘interviews’ with Chernobyl NPP personnel, fake ‘evidence’ is being prepared of ‘Russian servicemen looting radioactive materials, chemical solutions, and radiation-contaminated equipment’ and alleged removal by Russian troops of ‘items containing dangerous radionuclides’ outside the ‘exclusion zone’, resulting in ‘irradiation of the population of the temporarily occupied territories’.

Representatives of local authorities, who allegedly recorded ‘a surge of complaints from the population with signs of radiation exposure’ and medical institutions in Kiev region, who presented false ‘medical records of the victims’, were also involved in forming the necessary ‘evidence base’.
