French Foreign Minister Catherine Colonna believes that the issue of visas should be divided between those "who are involved in the conflict in Ukraine and ordinary citizens.
According to her, the former include the Russian authorities, and the latter include "ordinary Russian citizens, representatives of the cultural world, students, and journalists.
"If the former are responsible for the conflict, the latter are not, and we must keep in touch with them," Colonna said.
