There are two UN Security council resolutions that declared the Afghan Taliban a terrorist organization and have put sanctions on them. These are still in force. As a consequence of these resolutions, the Taliban have been declared a terrorist organisation in many countries, e.g in Russia, in which the media point out that fact.
