We use be supposed to to talk about a rule (something you must do or must not do) or something that is expected or not expected.

However, if we choose be supposed to, it's usually the case that the rule isn't being followed or the thing we expected isn't happening. ·
A: Are we allowed to eat here? B: We're not supposed to but everybody does.
We’re supposed to arrive at nine but we're going to be late.
You’re supposed to be sleeping! Why are you here?

Let's look at the difference.

We must do our homework every week. (This is a real rule and maybe there's a big problem if someone doesn't do the homework.)

We're supposed to do our homework every week. (This is much more relaxed. The teacher tells us to do our homework, but it's not a problem if we don't do it.

We can use 'was / were supposed to' to talk about the past.

When I was at school, we were supposed to have a blue school bag but hardly anybody did.
She was supposed to go home early yesterday, but she was still here at 3 am!
The train was supposed to arrive at 6 pm, but it didn't arrive until nearly midnight.
