Police training - soft skills, usage of technology , emphasising on procedures and rights during arrests/detention, updates in law and judicial pronouncements , familiarity with local customs of tribals and other vulnerable groups

Integration of crime and criminal tracking network system(CCTNS) with prisons, courts and forensics . Leveraging artificial intelligence, big data for policing . Cyber cells in all districts to map cybercrime hotspots

Vacancies in state police forces - currently 21% shortfall in the sanctioned strength of 26.2 lakh police personnel in the states . Conduct Recruitment drives and remove administrative bottlenecks in recruitment at different ranks . BPR&D should conduct a study on what police functions could be outsourced

Adoption of model police act 2006 - 17 states adopted .12 states and UT’s have not implemented the recommendations of mooshahary committee on police reforms

Independent police complaints authority - 31 states/UT’s have constituted independent PCA at state and district level for looking into complaints against police authorities . PCA should be constituted outside the police force , comprising retired judges, senior civil servants, eminent jurists with representation to women . Internal grievance redressal cells should address the grievances of police personnel in a time bound manner
