Initially Telegram ad platform will only be available to large advertisers

To ensure and maintain high quality advertising content to launch on the Telegram platform, a minimum down payment of 2,000,000 € is required.

From this payment Telegram withholds 1,000,000 € as a deposit, and makes the remaining amount available to the advertiser so that he can spend it on displaying ads.

If the contract is terminated and the advertiser has spent less than 10,000,000 € on ads in the previous 12 months, the 1,000,000 € deposit will be withheld by Telegram.

If the contract is terminated and the advertiser has spent more than 10,000,000 € on ads in the previous 12 months, a deposit of 1,000,000 € is refunded.

I expect that amount to be lowered in the next 2-3 months.
