Ask in which founding documents that phrase appears. You will get an empty-skulled, mush-brained look, because it’s not there. Here is the origin of this phrase:

In 1802, the Baptists in Danbury, CT, wrote President Thomas Jefferson and expressed fear that a growing federal government would come to threaten the free expression of religious speech.

Jefferson wrote them back and insisted that a “wall of separation exists between church and state.” In the context of the rest of his letter, it is unmistakable that Jefferson meant that government was intended to protect the free expression of religious speech, not restrict it.
