This is rhetoric designed to take popularity away from the Sweden Democrats and drive a harder stance on immigration, since current Swedish PM Kristersson is leader of the Moderate Party. They talk big but never do anything about it. It could be true that they will try to make it somewhat harder to get approved for residency when seeking asylum but that remains to be seen.

What can be said is that because Sweden is part of UN's "Global Compact for Migration" we MUST take a certain amount of refugees and Kristersson is saying in this article that he wants these "quota migrants" to be LGBT (lol ). The moderate party want to make sure that the immigrants integrate better, there is no talk whatsoever about sending anyone back.

I've said it before and I'll say it again. WE DO NOT WANT THESE MIGRANTS TO INTEGRATE!

Why? Because when Europeans finally decided that we've had enough of this migration circus it's going to be so much easier to deport/repatriate groups that haven't integrated into European societies. One day the tide will turn our way and there is no "win" in having them act like us, (try to) look like us, intermarry with us. It's better they stay among their own, have their separate enclaves and live outside of our society. That will make "going back home" seem much more reasonable and will be a task with a bit less resistance (not that that truly matters). It needs to happen.
