Niantic has posted on official forum that
A new type of XM Construct surfaced itself via Portals of special interest as Septicycle 2021.44 switched in. https://community.ingress.com/en/discussion/17218/breaking-news-new-xm-construct
They appear to be Battle Beacons, but with key differences:
Only 3 cycles instead of 5.
Don’t flip the portal at end of cycle.
Only appear in cities with official event, around official mission portals.
