It goes both ways. I would not allow my family to stay in the western parts of Belgorod region or Russian Donbass/Novorossiya either as long as the war is ongoing. It's simply irresponsible - especially if you have children. It's not a question of right and wrong but of sheer survival for non-combatants of both sides
