Sources claim that The Pentagon has an army 60,000 strong around the world that Congress did not know about. This is about 5 times as many covert C.I.A. operatives.

Sources have uncovered a secret pentagon project which controls an estimated 60,000 soldiers worldwide who use false names and pretenses.
This is a staggering number and is roughly five times that of current C.I.A. covert assets.
The really dangerous part is that Congress did not know about this program for the most part.
Think about that for a second. No one really knew that The Pentagon was controlling an army roughly five times the size of The C.I.A.’s covert intelligence assets.
Apparently all of this was under a program known as “signature reduction”, and it remains to be seen what if anything will be done about this.

The Independent echoed the words of The Newsweek report:
A secret army of around 60,000 is carrying out domestic and foreign operations for the Pentagon in a programme aimed at minimising threats to US security, it has been reported.
The force, said to be ten times the size of the CIA's clandestine element, is made up of operatives working undercover, with some of them embedded in top companies around the world, according to Newsweek.
Agents in the "signature reduction" programme, developed by the Pentagon over the past 10 years, are engaged in online as well as real life assignments and are often soldiers, civilians and contractors who evade detection with false identities.
Newsweek reports that the secret army is carrying out its duties without the knowledge or consent of Congress.
The New York Post likewise reported:
The force is 10 times the size of the covert elements of the CIA, comes with a cost of more than $900 million, and engages about 130 private companies in operations in locales like the Middle East and Africa, the report said.
Despite the undercover army’s size and budget, Congress has never held a hearing on it.
About half of the “signature reduction” force is made up of special forces, the highly trained commandos who pursue terrorists around the world, including in Iran and North Korea.
Military intelligence specialists comprise the second-largest element inside the force.
But the newest and fastest-growing group in the unit is made up of cyber-warriors who use false personas and “nonattribution” or “misattribution” techniques online to disguise themselves so they can track high-value targets, collect “publicly accessible information” and engage in influence campaigns to manipulate social media.
