Let me tell you my story
I'm scammer hunter and I like to observe their habits. What easy target is their worth website. Although they bought cheap domain name but some of them hiring paid developer and freelancer to build scam website or they bought hundreds dollar worth of scripts (i.e. hyip, fake trading, crypto exchanger sites), so basically they spent money too before they start to scam
When they launch their site immediately we know that's scam website. I have tools to prove it is scam only in a matter of seconds, I don't need to scroll full page. So I collect them one by one till reached thousands. Google knew I worked hard and reward me with better index on Google Search
Possible reasons:
1. Page content is unique
2. No many competitors
3. Long tail keywords
4. Seems useful for victim of scams
5. Using rich and rare texts (never seen before on search) instead of heavy loading JavaScript
