Global warming or cooling?

The National Oceanic and Atmospheric Administration (NOAA) has published some very interesting data, but no media has reported it.
There has been global COOLING over the last 8 years, despite 450 billion tons of emissions, which is 14% of total anthropogenic atmospheric CO2.

Yet some countries are literally ready to impose an air tax just to save the planet from heating up, which it is not. Why is this so?
