Why in news?
After five years of UDAN scheme, while over 400 routes were launched, some of the routes have been discontinued.
The government in Lok Sabha declined to provide the exact number of the discontinued routes, although it provided reasons; 
·       Failure to set up airports or heliports due to lack of availability of land.
·       Airlines unable to start flights on routes awarded to them or finding the routes difficult to sustain.
·       Adverse impact of the COVID-19 pandemic.
 
What is it?
UDAN (Ude Desh Ka Aam Nagrik) scheme-
·       UDAN scheme was launched as a Regional Connectivity Scheme (RCS) under the Ministry of Civil Aviation in October 2016. 
·       This project aims to connect small towns in India through subsidized air routes and developing regional airports.
·       The scheme will be jointly funded by the central government and state governments. The period of this scheme is 10 years and can be extended thereafter.
·       Under the regional connectivity scheme (RCS), it aims to improve air connectivity to tier-2 and tier-3 cities through revival of unused and underused airports. 
 
What are the challenges?
·       Slow progress: The implementation of the scheme has been slow, and several tasks have not met their deadlines. As per report, not even 50% of the routes had been made operational, and the second wave of the pandemic impacted the plan even further. As till last may, 47% of total routes and 39% of airports (unserved and underserved) were operational.
·       Adverse weather conditions make it difficult for flights to land on the airports located on islands and mountainous terrains on most days.
·       Smaller airlines have to compete with big airlines to get pilots and other manpower which is a difficult task due to shortage of pilots.

Financial health: Many players don’t have more than one or two planes, and they have limited finance to provide better facilities. On the other hand, pandemic has also hit the industry.

 The success of Regional Connectivity Scheme (RCS) depends on the state lowering tax rates and providing security at airports. Each state has to agree to this and it may not be as simple as the centre has envisioned it to be.

Conclusion:

Why in news?
·       The Allahabad high court has reduced the jail sentence of a man convicted of sexually assaulting a child by controversially observing that oral sex does not fall within the category of ‘aggravated sexual assault’ under the Protection of Children from Sexual Offences Act.
·       The court has controversially reduced the sentence of a man accused of sexually assaulting a 10-year-old boy.
Protection of Children from Sexual Offences (POCSO) Act, 2012-
·       It was enacted to protect the children from the offences of,
o   sexual assault,
o   sexual harassment, and
o    pornography.
·       It defines child as every human being or someone under the age of 18.
·       It is a gender-neutral law.  A child of any gender who has been sexually wronged has access to the remedies provided under the act.
·       It consider a sexual assault to be aggravated under certain circumstances, such as when the abused child is mentally ill or when the abuse is committed by a person in a position of trust or authority like a family member, police officer, teacher or doctor.  
·       It also mandates that the investigation in the cases is to be completed in two months and trial in six months. For this purpose Fast Track Special Courts are established.
Protection of Children from Sexual Offences (POCSO) Act, 2019-
·       In 2019 the act was amended to include following provisions:
1.      Storage of pornographic material: The Act penalises storage of pornographic material for commercial purposes with a punishment of up to three years, or a fine, or both. These include:
(i)                 Failing to destroy, or delete, or report pornographic material involving a child.
(ii)               Transmitting, propagating, or administering such material except for the purpose of reporting it.
2.      Pornographic purposes: Under the Act, a person is guilty of using a child for pornographic purposes if he uses a child in any form of media for the purpose of sexual pleasure. The Act also penalises persons who use children for pornographic purposes resulting in sexual assault.
3.      Increases the punishment: The amended increased the minimum punishment for penetrative sexual assault, aggravated penetrative sexual assault.
 
What are the challenges associated with the POCSO Act?
·       Pendency of cases: The rate of conviction in Pocso act is very low. For example, 14% in 2014 and 18% in 2017. The National Crime Records Bureau (NCRB) data of 2016, mentions the conviction rate as 29.6%, while pendency is as high as 89%.
·       Special Children courts: Though, the Act mentions Special Children courts to be established to hear the cases. Many states did not establish such courts.
·       The Act does not cover all the aspects of sexual violence of children. For instance,. The Act is silent on cases were one child made sexual violence against another child/children.
·       Medical Examination: The POCSO Act, requires that in the case of a female child, the medical inquiry should be done by a female doctor. On the other hand, the Criminal Law Amendment Act, the Indian Penal Code indicates that the Government medical officer on the responsibility to examine the rape victim without fails. This antagonistic legal position arises when a female doctor is not available.
·       Police system: Police is under State list and is already suffering from number of issues like shortage of human resource, overburdened with work etc. As a result, many a time the victim has to face challenges like refusal by police to file the FIR, interrogation in an insensitive manner.
 
Conclusion:
Children need to be protected and taught good touch and bad touch at their growing stage by the introduction of sex education in schools. Hence, people need to keep watch on sexual abuse, explore and assess the child thoroughly.

2021-12-23 13:03:53 After the successful implementation of pilot phase of the scheme, it was implemented across all states/U.T. Based on Socio-Economic and Caste Census-2011 estimates of rural areas in India, the number of households expected to be benefitted from the Scheme is approx. 13.13 crores.
The Ministry of Panchayati Raj (MoPR) has also engaged with the Department of Financial Services in an endeavour to provide legal validation to the property cards for examination of title deeds/property cards by the bank authorities so that the same are recognised by the banks for loans and other financial benefits.
 States have amended their respective State Acts/Rules for provisioning of property cards as a valid legal document of ownership and engaged with banks for formulating formats of property cards acceptable for mortgage purposes.  
Way forward-
 SVAMITVA scheme will play a major role in rural development and in making people self-reliant. It will also play an important role in reducing rural to urban migration and it is an important step towards making the villages self-reliant. The SVAMITVA scheme will play a vital role in making Aatma Nirbhar Rural India.
 
 The use of technology and data will make rural India more transparent. SVAMITVA will provide a sense of ownership to the rural people and they can avail the loan with the help of an SVAMITVA card.

Introduction-
SVAMITVA (Survey of Villages And Mapping with Improvised Technology in Village Areas) Scheme was launched by the Prime Minister on National Panchayati Raj Day, 24th April 2020 with a resolve to enable economic progress of Rural India by providing “Record of Rights” to every rural household owner.
·       It is a collaborative effort of the Ministry of Panchayati Raj, State Revenue Departments, State Panchayati Raj Departments and Survey of India.
Aim- To demarcate inhabited (Abadi) land in rural areas through the latest surveying drone technology.
·       To provide Record of Rights to villages household owners.
Details of the scheme-
Land is an essential resource for most economic activities aimed at the creation of economic growth in the world. Therefore the management of land resources is considered an important component of economic policy of any country.
In the absence of the legal document of land, the owner of the property in the rural areas is unable to make use of various government schemes and even the avail of loans from banks. so these residents have no other idea instead of non-institutional creditors who may charge them steep interest rates.
Non-Agricultural Property Rights in Rural India-
·       There are very few studies exist that provide statistical estimates of record of rights for residential land in rural India. Because the surveys like the NFHS or India Human Development Survey (IHDS) take into account,
o     Agricultural land.
o    All land without segregating the inhabited (abadi) land.
·       Due to this, other problems emerge like, low level of land governance, presumptive ownership of properties, long pending property related disputes, and illiquid land market in rural areas.
·       So, as per the aim of the scheme, it will provide the Right of Record in the form of Property cards to village household owners by doing the survey of inhabited areas by using drone survey technology.
 
Objectives of the scheme:
·       Leveraging property as a financial asset by the citizens of rural India.
·       Facilitate with the determination of property tax.
·       Creation of survey infrastructure and GIS (Geographic Information System) maps that can be used by any department or agency.
·         Creation of accurate land records for rural planning.
·       Serve as a means of reduction in property- related disputes.
 
Benefits of the scheme-
·       The record of rights can be utilized by the owners to avail bank loan and other financial benefits.
·        The Scheme would also help in settlement of disputes at village level.
·        Establishment of CORS network as a public infrastructure to be used by any department or agency.
·       It will give impetus to Drone technology in India.
·       Development plans: High-resolution digital maps for better Gram Panchayat Development Plans (GPDP) leading to improvement across infrastructure like schools, community health centres, rivers, street light, roads etc. through efficient allocation of funds and increased accessibility.
·       Economic growth: The main objective is to help people monetize their property as collateral. Furthermore, a boost to India’s economic growth through streamlining of Property tax, in States where it is levied leading to increase in investments and ease of doing business`.
 
 
Use of Technology in SVAMITVA-
 In this scheme, Government is using the combination of Survey Grade Drones and CORS network (Continuously Operated Reference Stations) to accurately survey large areas in a very short span of time. Editable and geo-tagged maps are produced at a fraction of the cost without the need for line-of-sight.
The high resolution and accurate image-based maps facilitate the creation of the most durable record of property holdings in areas with no legacy revenue records.
