The cupboard is bare
Literally, this means there is no food in the kitchen cupboard, It's empty. figuratively, it means there is not enough money, we can not afford that.
Examples:
We need to go grocery shopping today, the cupboards are bare.
The politicians keep making big promises, but how will they pay for them when the cupboard is bare?
