2: Real users dont have 2 IPs in their X-FORWARDED header, if it includes a "," put a captcha.
3: Block or put manual captcha on UA: "Mozilla/5.0 (X11; Linux x86_64; rv:94.0) Gecko/20100101 Firefox/94.0"
(This will block all their trash "BROWSER" method and cant bypass JS)
4: Any kind of ratelimit will severely impact their attack, since they try to send 64 RQPS per IP hahaha.

Update: to block browser method you can just challenge all UAs containing Gecko/20100101
