All the Government had to do is appeal to emotion or feelings. The majority of our species has the trait to believe comforting lies and obey diktat due to a fear of death or the unknown. The awareness of our own mortality is an ongoing existential crisis. This is why organised Religion was very successful. Totalitarian regimes also borrow the religious concept of Blasphemy to crush dissent and maximise compliance. Dogma is another Religious facet they adopt as Dogma cannot be falsified. The Authority (Government/Regime/Religion) cannot be challenged as it knows best. Religious commentators on Covid1984 actually have zero problem with the principle of subservience to Authority, they just believe that their Religion should be that Authority, not the Government/State. They actually like servitude.
