Why I recommend CGI instead of web frameworks.
When the author wrote his own site backend, he had no knowledge about the world of interfacing webservers with code. There are many, many methods and protocols that each webserver only seem to support a subset of. And many people telling that CGI was old and bad and that it shouldn't be used.
For whom not knowing about CGIs, Common Gateway Interface (CGI) is an interface specification that enables web servers to execute an external program.
Such programs are often written in a scripting language and are commonly referred to as CGI scripts.
The output of the CGI script, usually in the form of HTML, is returned by the script to the Web server, and the server relays it back to the browser as its response to the browser's request.

GitHub - tmcw/github-best-practices: how to use this dang site!
The page lists some things that the author thinks make sense as recommendations in the usage of github.
The recommendations are opinionated. But they're not fancy or extreme. A lot of teams probably already do something like this.
The link points to the ones related to using the issue tracker for project management, which is a nice approach.
But the whole page it's worth reading.

GitHub Issues-only project management
"Because Trello, JIRA, and other visual and somewhat abstract solutions dominate the space of tech project planning and management, I think it’s worthwhile to lay out an alternative, which is my default: just use GitHub issues for everything."
