Two State Department officials said that Biden's statements make it difficult for them to work on making unbiased legal assessments of what is happening in the conflict zone.

Biden this week twice called the actions of Russian troops in Ukraine "genocide". The White House later explained that the statement reflects the president's vision of the situation on the ground and the opinion that Russian President Vladimir Putin is "trying to erase the very idea of being Ukrainian."
